In composition scheme , inter state supply of goods is not allowed , but is inter state supply of "SERVICES" allowed which is less than 10% aggregate turnover of preceding FY or 5 lackhs which ever is higher..?

In the Chapter "Ratios",In the 2nd Problem,When Computing Avg Debtor's using Equation of debt collection period,Closing debtor's is taken as avg debtors,But In the question Opening debtor's is already given,Why didn't take the average of debtors?

My friend has cleared his foundation exam with excatlly 200 marks , he has applied for the papers through RTI act 2005 , Will there be any changes to his marks..? Are there any chances that he may fail..? Please help regarding this matter .
