Why HR module shares less info with other modules?

In financial and accounting system chapter.

HR module has employee related data for administrative, time recording and payroll purposes. Apart from time recording (accounting) and the monthly payment amount (finance) no other data is usually required by other modules on a realtime basis. And the data with HR is very personal and confidential with respect to hiring and appraisals, thus sharing of it is not preferable from the management perspective
