As per regulations applicable at that time, information about partnership was to be intimated in written to Deputy Director of Procurement which was not done in the given case.

Agreements with proper consideration is valid, it doesn't matter that they were wife and hus,bros.. But a contract without consideration is void ab initio. Because it is basic requirement of contract.
