DRI is created on or before 30th april of the FY in which the debentures are due for redemption and... DRR is created any time before the redemption

Not sure regarding this... but one cannot misutilise amount from CGAS as you need to fill an application for withdrawal of amount and has to utilise the same within such no. of days for the specified purpose only
