Why in first paragraph of the answer they mentioned he is not eligible,later at last paragraph they mentioned he is eligible for composition scheme.and why it is decided as the person is doing only interior decoration services so he is not eligible any specific reasons?

IGST Sales shown in GSTR-3B, then in next month shown under CGST & SGST But which we paid tax under IGST last month, how to claim refund of that. Party is doing all intra state transactions. Please suggest
