There is any time limit for impose penalty u/s 271 (D) r.w.s 275.

What is the logic for reducing number of days to call an AGM is 14 days for a Section 8 Company while it is 21 days in other cases?

It is a benefit provided for Section 8 Companies as they operate with non-profit motive.

So as per this dep is on completed yr of usage. Although assets are used for 2yr 9,10,11 months still is it 2yrs itself to calculate depreciated value?

if it is given as completed years of service means only completed full years i.e. don't consider those extra months if given as completed years and part thereof means to consider the months after the year hope it's clear

The statement is grammatically not proper. It could mean that the purchases in the current month are based on sales requirement of next month.
